Insight Turkey invites scholars and experts to submit manuscripts for a special issue examining the emergence of the technopolar world order and Türkiye’s strategic positioning within this evolving global landscape.

Technological advancements are reshaping global power structures, with nations competing for dominance in artificial intelligence, cybersecurity, digital governance, and strategic innovation. At the same time the emergence of new actors such as private big tech companies are complicating the framework even more. As the international order undergoes profound changes driven by emerging technologies, Türkiye is navigating complex geopolitical and economic dynamics to establish itself as a key player in this new era. This special issue seeks to explore how Türkiye is leveraging cutting-edge technologies for national security, economic development, and global competitiveness, while also considering broader global governance challenges, power shifts, and international cooperation in technology.

We welcome original research articles that address, but are not limited to, the following themes:

  • The Global Order, Governance, and Technological Transformations:
    • The shifting balance of power due to advancements in emerging technologies.
    • International competition and cooperation in digital governance, AI regulation, and global governance frameworks.
    • The role of technological innovation in reshaping economic and security alliances.
  • Military Applications and Global Power Struggles:
    • The role of AI and autonomous systems in modern warfare and defense strategies.
    • Military technology cooperation and competition among global superpowers.
  • Big Tech’s Role in the Global Order:
    • The increasing influence of multinational technology corporations on state policies and international relations.
    • Regulatory challenges and global efforts to balance innovation with governance.
    • The ethical concerns of Big Tech’s dominance in AI, surveillance, and digital sovereignty.
  • Technological Dependencies and Supply Chain Security:
    • The geopolitical implications of semiconductor and hardware supply chains.
    • Türkiye’s role in securing technological independence in key industries.
    • The impact of global trade wars and technology sanctions on emerging markets.
  • Technopolitics and National Strategy of Türkiye:
    • Türkiye’s digital sovereignty initiatives and regulatory frameworks.
    • The role of government policies and strategic alliances in advancing national technology goals.
    • The geopolitical implications of Türkiye’s emerging tech sector.
  • Innovation Ecosystem and Industry 4.0:
    • The impact of state-led innovation policies and technoparks.
    • Türkiye’s AI-driven transformation in key industries, including defense, healthcare, and finance.
    • The rise of Turkish startups and their role in global tech competition.
  • Critical Infrastructure and Emerging Technologies:
    • The integration of AI, blockchain, and IoT in Türkiye’s critical infrastructure.
    • Cybersecurity policies and national resilience against cyber threats.
    • The role of autonomous systems, UAVs, and military AI in national defense.

We encourage interdisciplinary perspectives and comparative analyses that provide new insights into Türkiye’s evolving technopolitical landscape and its place in the changing global order.

 

Submission Guidelines:

The editorial team will consider the pool of abstract submissions received by April 1, 2025, and select those they consider to be of the highest quality. Original articles for consideration would be around 5000-7000 words and should be submitted to the journal through e-mail to [email protected]. The deadline for full-text submissions is June 1, 2025 and the manuscripts should adhere to Insight Turkey’s submission guidelines.
