This has given rise to what scholars describe as a “technopolar world order,” a new global landscape where technology companies are increasingly operating as independent geopolitical actors, distinct from the states in which they are based.1 In this environment, both state and corporate entities vie for dominance over critical technological infrastructures, sophisticated algorithmic systems, and burgeoning innovation ecosystems.2 In this landscape, the strategic importance of AI transcends mere technical proficiency; it has become a deeply political and ethical frontier, profoundly influencing diplomatic engagements, national development models, and the very structure of global hierarchies. The imperative for nations to formulate and implement robust AI strategies is thus not solely about technological advancement but about securing relevance, agency, and sovereignty in a world undergoing rapid and often unpredictable technological transformations.
