This article examines how Türkiye, a rising regional power, leverages AI initiatives to bridge the digital divide while ensuring robust economic growth and defense capabilities. The contemporary global arena is increasingly defined by the pervasive influence of artificial intelligence (AI), a technology that is not only revolutionizing industries but also fundamentally reshaping international power dynamics, national competitiveness, and security paradigms. This has given rise to what scholars describe as a “technopolar world order,” a new global landscape where technology companies are increasingly operating as independent geopolitical actors, distinct from the states in which they are based.1 In this environment, both state and corporate entities vie for dominance over critical technological infrastructures, sophisticated algorithmic systems, and burgeoning innovation ecosystems.2 In this landscape, the strategic importance of AI transcends mere technical proficiency; it has become a deeply political and ethical frontier, profoundly influencing diplomatic engagements, national development models, and the very structure of global hierarchies. The imperative for nations to formulate and implement robust AI strategies is thus not solely about technological advancement but about securing relevance, agency, and sovereignty in a world undergoing rapid and often unpredictable technological transformations.

Amidst this global technological ferment, Türkiye has emerged as a significant regional power, distinguishing itself by not passively adopting technological trends but by proactively and strategically shaping its digital destiny. This is evidenced by its comprehensive national strategies and a suite of forward-looking initiatives designed to harness the potential of AI.3 This proactive engagement is not an isolated policy choice but is framed as a strategic imperative, crucial for ensuring sustained national development, fostering robust economic prosperity, and safeguarding national security interests in an increasingly digitalized and interconnected world. Türkiye’s approach reflects a clear understanding that, in the 21st century, technological leadership and digital capabilities are inextricably linked to national sovereignty and international influence.
